Monitor blur :( - Is there a fix?

A part of my monitor has a kind of small blur which makes it annoying to read the text that is in that area. Is there anyway to fix this? And how was it caused? Please help, thank you .

Try playing around with different refresh rate and resolution settings.

Is it an old monitor? It could be on it's way out, or it could just need to be serviced. Keep in mind, servicing a monitor is something home users cannot do, and do not ever open a monitor.

maybe if your running WINXP, cleartype is enabled.
