Monitor contrast ratio (static vs dynamic)

Would anyone here pick an A-MVA+ monitor with a static contrast ratio of 3000:1 and a dynamic contrast ratio of 20M:1 over an IPS monitor with a static contrast ratio of 1000:1 and a dynamic contrast ratio of 100M:1? The IPS monitor is newer, cheaper, and has a better response time (4ms vs 5ms).

Dynamic contrast ratio is just a made up number, ignore it. Response time is also not very meaningful. You shouldn't make decisions based on these numbers.
