Question Monitor displays blue horizontal bars on the screen after PC crashed ?

It happened when I was playing my game, and my pc suddenly crashed, so I restarted the pc. After done restarting, my monitor display these blue bars and I dont know whats going on.

A little background of my pc.
My father bought it for me probably 3 years ago and it is a prebuilt.
My pc spec is:

Asus H97-PRO GAMER
Intel Core i5-4460 @ 3.20GHz
Zotac GTX770 2gb
Kingston 8gb ddr3 1600mhz
Kingston 120gb ssd
WD 1tb
Aerocool 650 80+ bronze

take the gpu out and test with the igpu?

the windows are normal just like this but it resolution dropped from 1920x1080 to this res that im not sure

what the monitor? monitor plug into the gpu?
did windows see id the monitor or see it as generic?
