Monitor displays "check video cable" when plugging in VGA/HDMI cable

I build a new computer and the fans spin/motherboard lights up when I turn on the computer. However, the monitor doesn't display anything but the message "check video cable". The monitor is the HP 2311x and I plugged in the HDMI/VGA cables separately/together to no avail. I have tried this with both the GPU and motherboard. Windows does not boot and I can't access the BIOS either. The screen also displays "HDMI: not active
DVI: not active
VGA: active" I also cannot access the monitor's settings since the menu doesn't pop up when I press the monitor buttons.
 


The monitor reset didn't work. I decided to connect a different monitor (which turned out to be a TV) instead and I connected it using the HDMI cable. On the TV screen it still says "No signal".
 


On the monitor HDMI is already set as the default yet it says no signal. On the TV screen yes I am able to select HDMI1/HDMI2.
