monitor displays no signal

i was installing vista on an e machine and accidentally shut off power i have no idea why.
so now when i push power i get no signal sign on the monitor now what?

Do you get the BIOS first or nothing at all?
Have you tried booting with just one stick of RAM, the CPU & cooler, the PSU and graphic card if needed?
