When i try launching certain games like wareframe and portal 2 my screen goes blank and then a message says " Out of Range 67.6 kHz / 60 Hz" Other games like team fortress 2 and insurgency seam to work fine. This started happening after i downloaded a game on torrent which my friends had no problem with. I deleted the game thinking it might help but it didn't.

these are my specs:
gtx 1050ti 4gb
msi Z370-A pro
500w psu
LG 20M38A monitor
Dvi-D to VGA adapter

Chances are that the game's resolution somehow got disturbed. Since you cannot see the game, it is best to go into the configuration files of the game, and change the resolution that the game runs at to the resolution of your monitor. Usually a game's config settings are stored in Documents, not the folder where it is installed. You'll have to find it yourself, since it is different for each game.

For Warframe, the config file is here: C:\Users\[Username]\AppData\Local\Warframe

In the config file, change Graphics.FullScreenSizeX to the first number in your monitor resolution(1280 for 720p, 1600 for 900p, 1920 for 1080p, 2560 for 1440p and 3840 for 4K) and change Graphics.FullScreenSizeY to the second number in the resolution(720 for 720p, 900 for 900p, 1080 for 1080p, 1440 for 1440p and 2160 for 4K).

i gave this a shot for warframe however i got the same message and when went back to the files i had changed they had changed to a different resolution

First, check the integrity of games files using Steam, also run a virus scan using MalwareBytes or your preferred antivirus. If neither of them works, you might have to reinstall the game.

i launched wareframe in windowed mode and change the resolution in there for other steam games you can go to properties , general , launch options and type -height (the first number in your resolution) -width (the second number in your resolution) so for me it was -height 1600 -width 900.
