Monitor distortion is my GPU dead?

Recently got a new GPU 1070, was working fine at first but then while playing Killing Floor 2. My pc restarted. Happened about two times after and how my screen displays this rainbow distortion that flashes and covers my while screen is my GPU dead already?
Intel I7-7700k 4.20ghz
GeForce GTX 1070

Yes could be, what is the power supply brand and model? Did you contact the card vendor support?
