Question Monitor flickering after playing certain game?

This is the weirdest thing to happen to me in a long time. So my monitor has started flickering. it doesnt flicker until a launch a certain game CSGO. It doesnt flicker during the game only after i close it. It randomly starts flickering every 2 mins. So ive reinstalled windows and tried about 5 different graphics drivers. Could this be a monitor issue or most likely the pc?

For CSGO i use different nivida settings for performance

It literally only happens with csgo which makes me think its do with the nvidia settings i have for it.
