Monitor for PS4 suggestion

i'm searching for a great monitor for my PS4
i want it to be 1ms, for fps games and great display features too :)
looking for help because i have no idea what to get !

my budget between 300-400$

As i said, ignore the listed response time. The monitor is just fine for gaming, here is a review proving it.

Check the input lag section, 1-3 ms, virtually delay-free.

I'd choose a Sharp LED television. They have nice colours and are responsive.
Also: "great display features" "budget between 300-400$" this is not how this works :)

Ignore the response time at specifications, it means almost nothing. This 27" dell is a great monitor at gaming, it has rich colors and its glossy coating makes the image clearer and the colors more vibrant.
No need to take a monitor with resolution over 1080p and over 60Hz, since the PS4 games never cross these limits. Good TV are also out of your budget.

EDIT2: Truth is though, that the Samsung is only suitable for casual single player gaming, and only the Dell monitor is suitable for fps games, as all the others have to high of an input lag to be fast enough.

The gaming monitors of the article are meant for computer gaming. PS4 cannot achieve high fps, so it cannot take advantage of the high refresh rates of the gaming monitors. So, if it is only one monitor you buy for both console and PC, it makes sense to buy a multi-input IPS with good color presets, contrast and responsiveness, like the LG I mentioned.

It also has one DVI-D and one HDMI (newegg reports two HDMIs, don't know which is true but anyway both cases suit you). It is also a great IPS monitor that is perfect for gaming, is also has a glossy coating that makes the picture clearer and the colors more vibrant.
