My question;
What would be the best fit for monitor GPU combo.

current system specs:
R9 270x
i5 6400
MSI B150M BAZOOKA
8GB Ram @2,400Mhz
34" Tv 1360x768 @60Hz
Cooler Master N300 (Closed)

What I want:
100Hz+ gaming
Big screen 😀
Good monitor for couple of years.

What I use it for
Gaming, Assassins Creed series, GTA V, Just Cause 3, Rocket league, Cities skyline, CSGO, Sniper Elite. But also for school and little programming.

What I took a look at
AOC AGON AG352UCG (35", 100hz, gysync, 3440x1440) + GTX 1080
Or Buy AOC AG322QCX Zilver (144Hz, freesync, 2560x1440, 32") right now and wait for Vega while staying on my 270x.

What I want from you
What would you do if you want to keep the budget as low as possible? The first option is quite far over budget but with waiting 2 months I can afford it, the second option is possible now and Vega probably end August or something. Tho it is not ultra wide.
So what would be the best choice? Or do you advice totally different combo's.

Solution
To keep the budget as low as possible, I would not make a choice until I could see ALL my options and compare cost. One of your options depends on something that does not exist. The "Vega" option is the one I mean. When Vega comes out it may or may not be affordable to you, it may not even be desirable to you.

The other thing is to decide on what type of screen you want, ultra wide or not.

The final thing I'd research, because I don't know the answer to this, is what is the framerate you can expect with an i5 6400/1080 combo in the games you play, at 1440p? Can you hit high enough framerate to make a high refresh rate monitor worthwhile?
