Monitor Green Tint

It's a really weird issue. The problem is that the monitor keeps getting this green tint. The OSD is fine but everything else is green. The only way to fix it is by leaving the monitor off for a couple of minutes but it keeps coming back. It's not the VGA cable and not the GPU or the VGA port on the monitor. Because when the green tint comes and I disconnect my VGA cable, it stays green with a no signal message. Could someone help me.
 
EDIT: on the OSD settings my monitor says 1440x900. On windows on the other hand, I changed my resolution to 1024x768. My monitor won't change resolutions. Could this be a faulty driver?
 

Unfortunately no. I believe the issue is from the monitor. When I unplug the VGA cable it stays green with a no signal message. It's confusing because the OSD settings UI stays normal with regular white red and blue. But the background is green. It's really confusing. Could it be a faulty driver. I don't know how monitors work. The green tint shows up while booting up as well. And the only way to fix it is be turning the monitor for a couple of minutes then turning back on. But that's temporary.
 

Its not the VGA cable. I tried 2 other cables, both give the same result. I also dont understand how the cable could be the issue. I disconnected the VGA cable and the power cable, then plugged only the power cable in and got the green screen with a no signal message. I don't believe it's a faulty monitor because the OSD settings are normal colors... Ok my screen just went back to normal again with a bit of green flickering WTF.
