[SOLVED] Monitor has to be in standby before I start the PC, or there will be no signal

I'll try to keep it short. If I start my PC, then turn on the monitor, chances are it will say "no signal". I then first attempt to remove the display port cable from the back and insert it again. Sometimes that works and it gets a signal, other times I have to hit the reset button on my PC and that will fix it.
So lately I've just left my monitor in standby at all times so that I don't forget to turn it on before I turn the PC on. Could this be a problem with the graphics card of some kind?

I also recently bought an Oculus Rift S which uses a DP cable, sometimes there is a thick, greenish horizontal artifact/distortion line that blinks by for a very brief moment, I also saw this happen on my normal monitor at least once.

Solution
There is a chance that the Display port cable might be damaged and the fix would be trying another cable.
There is also the chance that your driver might be too new for display cable to function.

Worst comes to worst just try an HDMI if you continue having display port problems.
