Question Monitor screen has vertical and horizontal lines over it ?

Hi my monitor had these horizontal lines at the bottom part and I thought it would go away on its own since I already experienced it repair itself. But eventually it took over the entire screen. Could this issue be due to the monitor or the GPU? My second monitor works fine though.

Tried using the HDMI cable and it still has the lines, it's probably the monitor. Thanks
