Monitor having horizontal lines in a game

So i just bought a new system a few weeks back and every games been working fine running everything on ultra/epic but when it comes to ARK i cant help but notice horizontal, almost like static lines running up and down my screen (sometimes only one, sometimes multiple) it was doing it on my last computer but on all games (when the computer was coming to the end) so i thought it was time to get rid, got the new system and its doing it

I dont think its the monitor either because ive got 2 monitors and it does it on both (both having hdmi connections)

if anyone could give me an answer to why this is happening i would be grateful thankyou in advance

my monitor is: ASUS VS248HR 24 inch Gaming Monitor
Gpu: GTX 1060 (EVGA)

If it were doing it in every game, I'd agree with the above suggestion that it may be some type of electrical interference. But since it's only doing it in one game, it's probably just tearing. Most of the time there's enough difference between a game's FPS and the monitor's refresh rate that the screen tear jumps around to a random location on the screen each frame. But when the FPS and refresh rate get very close to an integer ratio of each other, the tear line will slowly move up or down the screen, which makes it a lot more noticeable. The ratio determines the number of lines, and the fractional difference from the perfect integer ratio determines the speed at which the lines move. ARK may just be unfortunate in that its...

Could be power fluctuation in the outlet monitor is plugged into, could be the connecting cable, could be the connectors (say if you're re-using the gpu in both computers) and could be some sort of interference. Could also be monitor drivers or compatibility with your gpu, but that's more rare.

Its a new gpu (completely new system) ive had multiple connecting cables even had dvi previously, how would i check the monitor drivers? and everythings plugged into the same outlet and i have no other issues

Well psu acts as a bit of filter when it comes to fluctuations so you won't necessarily immediately feel it in the rest of the components (though over time it shortens your psu's lifespan), and definitely not in less sensitive eletronics like appliances, but monitors are typically very indicative so don't take it as a given. Try another outlet but one you're sure isn't on the same circuit. Like a totally different room.
As for monitor drivers, you can always go to manufacturer's support page for your monitor and see if they have any drivers available for download. Otherwise they'll just be built into windows if not, and not much you can do about it there.
Interference wise, same as with outlet, moving it to another room, even if you have to lose internet connection might be good, just to see if you have another device that's affecting it by its proximity.

ARK may just be unfortunate in that its average FPS on your rig falls very close to an integer fraction of your refresh rate.

Try turning vsync on and see if it goes away. You can also try connecting with DVI or displayport instead of HDMI, and try running at a refresh rate other than 60 Hz (HDMI will only do 60, 30, or 24 Hz). From the specs, it looks like the monitor supports 50-76 Hz. (In the electrical interference case, it happens because the monitor and/or the AC power isn't exactly 60 Hz, and the difference between the two results in a line moving slowly up or down the screen.)

when i did some research before posting on here, i noticed alot of tearing being mentioned, but when i went to check v-sync in the settings it wasnt there? maybe i dont know where to look but i could not see it and i have tried dvi before but no difference, and how would i change the refresh rate (this is new to me)

EDIT: i found how to change refresh rate what would you suggest? (it cant go any higher than 60)
