Monitor in power save mode on boot

I have recently upgraded my gpu and cpu and got a new case and I have installed it all. I come to turn the PC on and the whole thing powers on (all of the fans are spinning) but on my monitor it just says “power saving mode” and then the screen turns black. I have tried a different monitor and the problem is still there. I have tried using a different GPU and still nothing. I have taken the GPU out and used the motherboard’s display port, still nothing. I have removed the CMOS battery (for +10 mins) and then replaced it and still nothing. I have tried using VGA, DVI-D and hdmi but nothing works. I have tried what seems like everything that I could find on the internet but none of it works. Thank you for any help in advance

Need to list full system specs including power supply brand and model. Since you recently worked on the system you need to go over it again to make sure it's all plugged in, maybe have a second person look it over with you.
