Discussion Monitor in power saving mode after new gpu install

I recently got a new gpu and after I had got the drivers installed I swapped out my old one and put in the new one only to be met with a black screen saying power saving mode. After that I tried swapping between vga and hdmi cords to uninstalling and reinstalling the drivers, and I also tried disabling the onboard graphics to no success. If anyone has any tips as to how I can fix this please help.
