Monitor is up to 75 HZ but only goes to 60HZ?

So thats the monitor above and it goes to "75" HZ right? what am i doing wrong i cant manage to get it to75, the reason i need 75 is because when i play games i get major screen tearing and enabling vsync fixes this but it gets capped to 55 - 60 and jumps between the two and makes games look laggy :/
 

look under the control panel for the video device. there a check box if you remove it all the vidoe setting the monitor can do should show up.

Did you install specific drivers for that monitor? Generic pnp drivers does not allow all resolutions and all refresh rates on some monitors.
Also Vsync has 60 frame-per-second caping for that reason: to stop tearing. That means that software shows only 60fps even if the graphic card could generate 100fps so that monitor can show them properly (that may be the case why you can`t go up 60Hz: to be in sync).

PS: Something is fishy about that specs: There are no TN type monitors that fast: 1ms! Phisicaly is imposible for that molecule to twist that fast. Thats why they invented gray-to-gray concept: If the molecule twist from white to black in 4ms (which is lowest i know of)... they reported gray-to-gray of 2ms (that means molecule position stand between white and black and of course it gets half time to get to white or to black from that position, BUT it get a full 4ms to get from white to black!). Also keep in mind that TN monitors are considered low-end... best monitors have IPS panels (different technology)!

PPS: Try to play game at monitors native resolution (1920x1080) any other resolution in game could generate tearing because monitor must associate 2 or more pixels to generate one dot on screen and not always gets them right!
