Monitor isn't displaying when gpu power is connected

When I plug in my power connector to my graphics card I turn on the pc and there is no display on the monitor, but when I turn off the computer and unplug the power connector turn on the pc everything works fine. My card is not dead because i can still locate it in the device manager but it is not functioning because its not plugged in so I'm stuck and don't know what to do.
 
Solution
That shows the GPU works, but drivers or something else is causing issues loading into Windows. Go into Safe mode, and uninstall any existing GPU drivers, and you might also go into the device manager, and uninstall any GPU's as well, then reboot.

ok so I just got the monitor plugged into the gpu after I got the adapter for it and now it gets passed the windows 10 logo screen and it just loads for ever at a black loading screen with the white spinning thing. I booted the pc into safe mode to disable all of the startup tabs and its still loading also disabled fast boot option
