Question Monitor keeps displaying 'No Signal'

I just got done with my first pc build, but when I went to turn on the monitor it keeps reading 'no signal'. I've already determined that the monitor nor the AV cables are at fault by testing different pc's and multiple cables (2 DVI and 1 VGA), and this isn't a brand new monitor. The pc's booting up just fine, so I can only think of the problem being caused by the motherboard or the graphics on the processor. If anyone could get back to me that'd be great.

Specs:
CPU: AMD Ryzen 3 3200G
Mobo: ASRock B450M HDV-R4.0

If it's any help I don't have a GPU, and I haven't installed the OS.

motherboard box have the stick that said support 3000 series?

Yep, it says "AMD Ryzen 3000 Desktop Ready".

test with 1 stick of ram?
check for bend pin on the cpu?

I tested the ram and there are no bent cpu pins

what the monitor model? are you using some adapter for it?

The monitor is HP Pavillion 23xi, and I'm just using DVI to DVI and VGA to VGA cables.
