Monitor Looks Like it is Vibrating on Fullscreen games

When I try to play games on an external monitor off of my laptop, the screen looks like it is vibrating when I play full-screen 1080p. It doesn't do it if I lower the resolution or do borderless windowed. It also doesn't happen if I play the game directly on my laptop screen. The only reason that it has become a problem recently is because some games that I want to play don't have a borderless windowed option. I have tried to take a video of it but it is doing it so fast that it doesn't show up in video.

I have the Dell XPS 15 9560 with a GTX 1050.

Have you tried turning off VSYNC? Also, in your video adapter properties, try switching back/forth from 59Hz to 60Hz and see if that fixes it.

what the refresh rate on the monitor?

In dxdiag it says 59hz for the refresh rate. When I get back home I will try adjusting my video adapter properties.

I tried switching it to 60 hz and the problem is still there. In the game there is no option for VSYNC so if that is the problem then there is no way to disable it.
