Monitor loses signal about a minute after logging into windows

So when I log into windows, everything starts up, discord, other programs, etc. This usually take around a min or so but it seems like once everything is done loading, my monitor stops receiving signal. It works fine in safe mode, doesn't lose signal, nor does it lose signal when waiting at the log in screen or in bios.
I tried uninstall gpu drivers with ddu, and it loads into normal windows fine, and doesn't lose signal. When I reinstalled the drivers, the monitor lost signal. I'm thinking it's a dead gpu and wanted to get a second opinion or possible fixes before I drop $300-400 on a new gpu.

Mobo: msi z270i
CPU: i7 6700k
Gpu: r9 390
OS: Win 7 64bit

Fixed the problem by buying a 1070.
