Question monitor marks, unsure if able to fix

hello all! purchased a used monitor and everything seems to work fine, however i noticed some black scuff marks or something similar on the screen. i’m wondering if there’s anything to be done about these marks?

They, to me, look like someone(a child) took a marker and went at the panel, until being moved away from said panel. You could try and use a microfiber clothe and some screen cleaner and perhaps it should come off, unless ofc, it's a permanent marker that was used on the screen.

If it is permanent marker, I have witnessed a trick to remove it..
Colour over the permanent marker with a dry-erase marker, the use the eraser to remove EVERYTHING !
