Monitor No Signal and other Issues... Please HELP!

Hi I am new to building computers but over the past couple weeks I custom built a computer from scratch and am running into some issues.
My build:
CPU: AMD FX 6300 3.5 GHz 6-Core
Motherboard: Asus M5A97 R2.0 ATX AM3+
Video Card: MSI GeForce GTX 660 2GB
Power Supply: Corsair Enthusiast 650W 80+ Certififed ATX
Optial Drive: Asus DRW-24B1ST

After construction, I tried connecting the monitor to the video card but received no signal. After deliberation with some friends, we thought it was a Dead-on-Arrival graphics card and I RMA'd it. Today I received the new card and am still running into the same No Signal issue. Furthermore, my optical drive disk tray will open but then immediately close.

Side note but I don't think this is an issue: Power supply fan turns on but then immediately shuts off; however, all other fans on the computer are running and receiving power. The fans on the graphics card are also running.

What do I do from here? I am at a loss. Thanks in advance.
I don't think it's the motherboard because the light on the motherboard is green, assuming that is enough signal for operation. I'm not sure how to update BIOS or anything like that without a display? I should reiterate that I have no spare parts as of right now.
 
1. No I don't hear a beep when I press the power button. What does this mean?
2. Yes the power supply is connected to the grahpics card, as the fans are indeed operating on the card.
 
If the system does not POST it means there is a fault.The beep codes indicate what the problem is. I have fixed a PC with no beep at all and it was the CPU not properly seated (And yes the motherboard and fans started up). Is the CPU orientated the correct way ?
 
yeah I reseated the processor and it sits in with no pressure and i can sit the heatsink on easily and still no signal on monitor. regardless, thanks for your help and I hope to continue to get feedback
