Monitor no signal via DVI-VGA Adapter

I bought a new PSU and New GFX card and an adapter because the GTX 560 has 2 DVI connectors. So I seated the GFX, Put in the pins, try both slots with the adapter and the monitor(VGA), but NOTHING APPEARS.

I tested with old GFX(520) and monitor is fine. I tried reseating GFX card, different 6 pins from the PSU, different VGA monitor and adapter, replugging in the cords for PSU and Monitor, onboard VGA slot but none of these worked.

I can't see or do anything with the VGA Monitor unless it's with the old GFX card. Please help!

Your links are broken, so I can't tell which EVGA card you have. But to use VGA from a DVI connector on the card, the connector has to have the 4 pin holes surrounding the flat blade. Those are the VGA signal. Likewise, the adapter has to have the 4 pins surrounding the flat blade. Does your setup have that?
