Question Monitor no signal

I have a pc that I have been using for about a year now and it had no issues, but today it froze up on me. Nothing would work so I turned it off using the case power button. When I turned it back on nothing would happen, I flipped the switch on the psu and then back and it would then boot. Except now the monitor is saying no signal. I have tried so many things but with no luck. Not sure what the cause is. The fans will spin, leds will turn on, but nothing on the monitor
Please help

full system spec? include make and model of the psu

Sorry for the late response, my phone decided to not work.
PC specs:
CPU:x4 phenom 830
GPU: Radeon RX 560
RAM: 8 gb
PSU: dynex dx-400WPS
Motherboard: ASUS factory motherboard, cant find model
Also, I notice that the fan on my cpu sort of pulses in speed, it will go slow then speed up then back to slow
