Question Monitor not displaying bios

I have a Acer SB220Q monitor, I have tried using only one RAM stick, taking out the GPU, and taking out the battery thing and leaving it out for 5 minutes. I am not sure what is causing the problem. For computer specs I have a B450 Tomahawk, Ryzen 2700, 2 x 16 GB 3200 RAM sticks, a 580, and a 1TB Intel 660p M.2 stick. I should note that the computer does not have the OS installed yet. I was trying to get into the BIOS so I can live boot a linux usb, and get it installed on the M.2 stick. It seems like everything gets powered perfectly fine so I don't believe that is the problem.
 
Found the speaker and put it in, had three beeps with one stick (first slightly longer than the last two) and no graphics as well as two sticks with graphics. The RAM is in the 2nd and 4th RAM slots from the CPU. I reinstalled making sure the tabs were open first and pushed until they both clicked in place. Still gave the same three beeps. On the site it says the motherboard supports up to 64GB and up to 3466, so is one of the RAM sticks defective or something?
