Question Monitor not getting signal after bios update

Hello, I have updated my motherboard’s bios and it is no longer sending video to the monitor via vga cable, the motherboard is an asis b450m-a II. I have been able to get into the bios two times but it regularly doesnt send any video to the monitor. The gpu is a vega 8 igpu. I can only use the computer if i have it completely powered off for 2 minutes.

Asus b450m-a ii
Ryzen 3 2200g
2x8Gb 2666Mhz DDR4 RAM
1tb Toshiba P300
120gb Gigabyte SSD (windows)

If it helps, i am able to boot normally if i completely power off the pc and monitor for 3-4 minutes. But i am not able to boot if i turn it off and turn back on.
