Monitor: Samsung Syncmaster 932GW
Motherboard: Asus Prime z370-P
IGPU: Intel UHD Graphics 630

I do plan on adding a dedicated GPU in the future however I've found that the IGPU works quite well(and supports multi-monitor setups) so there is no rush. The monitor I am presently using is an Acer Kg241Q, and since I had the Samsung lying in storage I was going to use it to extend my display until I have the money for a better one. Since my motherboard does not have an VGA connection I have to use the DVI connection. When I turn it on it simply shuffles between digital and analog until the check signal connection notification shows up. The only monitor in the device manager remains to be the "Generic PnP monitor (the acer) I have enabled multi-monitor in the BIOS and nothing changed. As far as I can tell the Samsung monitor does not need or have any drivers online, and the IGPU is up to date as well.
I also have a Westinghouse w1603 that duplicates the monitor when run through an HDMI splitter but will not extend the display. Oddly enough It doesn't show up in the device manager either.

If anyone could help me get either of these spare monitors setup as an extended display that would be awesome! I would prefer the Samsung however, since the Westinghouse is pretty tiny.

Solution
see now, I answered based on what you said, which was obviously not what you meant.

Manual chapter 1 section 12 for the Samsung
DVI-D can not be converted to output from RGB Signal to CRT and is not compatible with
DVI-I.

It's an active adapter, should work for VGA conversion, I see no issue.

And yes, DVI-D to DVI-D should also work (certainly) but obviously isn't. This part is annoying. Because the acer has no DVI port to test the cable or the output from the port with, we are shooting in the dark as it were.

Given the price point however, it's worth a shot.
The DVI output on that board has no analog sub signal, converting it to VGA with a little dongle has no effect since there's nothing there to convert. It's purely digital output.

In order to force it to work you would need an ACTIVE adapter like this

Sorry I actually messed up in the description (I'm a newb to hardware, this was actually my first build). For some reason I put RGB instead of VGA when I mentioned the connections on my PC( I just corrected it). Also the cable I am using Is a DVI-D to DVI-D. Shouldn't that work for digital output? I can give the adapter a try, I do have a spare VGA cable to connect to the monitor, but do you think this adapter might work? Seems cheap for an active adapter so I'm kind of skeptical.
