[SOLVED] Monitor only has VGA port, need to convert GPU's HDMI output to the monitor's VGA input

The monitor in question works with an HDMI > VGA adapter with my laptop, however it does not work with my newly built PC using the same adapter. I read somewhere on this forum about "passive vs active" signals regarding a similar problem, but I don't think OP in that case had confirmed their monitor working with a different device using the same adapter. How does this apply even when my laptop is able to connect to the monitor but my PC's GPU doesn't recognize it (the monitor is just black and says no input detected)?

The monitor in question is a Dell E207WFP. If the active vs passive thing is the case, would an adapter like this work? https://www.amazon.com/Moread-Gold-...id=1559443564&s=electronics&sr=1-1-spons&th=1 If not, what can I do to make this monitor work with my PC's GPU HDMI port?

Does the gpu have a dvi port. If it does than get a dvi to vga.
