Monitor or Graphics card is not tuned correctly

Hey everyone! I am having some issues with my monitor/graphics card (BENQ XL2420Z Monitor, Asus HD 7970 Directcu ii graphics card). They both work good for the most part when I game down, but when it comes to something as simple as trying to find new wallpaper (1920x1080 144MHZ) The images don't load correctly and are blurry as hell. I have all the driver updates, but can't seem to figure it out. Anyone have any suggestions?

in background options, make sure you choose the corrent option depending the images aspect ratio(usually 16:9 for 1080p). centered, stretched, tiled ....
