monitor "out of range" while installing windows 8.1

I was trying to install windows 8.1 onto a friends pc to replace the win 7 they already have installed. Problem is when I plugged in the bootable USB or the cd it will show the windows 8 logo as it boots and then change into a out of range error. I have tried on two separate monitors.

The computer only has a VGA port available and it seams to work perfectly fine with windows 7. I have looked it up and can only find solutions for when you already have windows 8 installed so what's my options for getting it on the computer in the first place? What does the monitor need to support in the first place?

Further more Its currently running a 32 bit operating system on a 64 processed and the version I'm trying to install I 64 bit if that changes anything.

The system I'm trying to install to:

i5 3.2 GHz - 3470
Asus p8h6i-mx R 2.0 motherboard
4gb ram
500 gb SATA hard drive
No graphics cards

I found the solution thought I might as well put it on the record for others, turns out I needed to replace the cord itself. why the cord worked with win 7 but not 8 is beyond me but replacing it fixed the problem.
