monitor powers off when PC switches on

the monitor has 3 states
off - no lights
on but PC off - orange light
on and PC on - blue light

what i'm going to describe has happened a couple of times in recent weeks.

power on my PC, the monitor button changes from orange to blue for a few seconds but then powers off completely. the PC continues to power up.

to get around it I have to:
1. unplug the lead from the back of the monitor and leave it unplugged for a few minutes.
2. press and hold the power button on the PC to force the power off.
3. plug the monitor back in, the switch on the front goes blue but then when it cannot find an input it goes orange as the screen goes into power saving mode.
4. wait a minute or two then power on the PC.

sometimes this works, sometimes it doesn't

I'm thinking that the problem is in the PC rather than the monitor because surely the monitor would either work or not.
I've unplugged and replugged all the cables including trying a new power lead.

as I said, this has happened a couple of times and occurrences can be weeks apart.
