monitor problem

I have a problem with a monitor which has a "wave" of distorted picture
along the top edge runs about half the distance accross. Effects the top
1/2 inch or so. Rest of the screen is fine (colour and brightness)
Any suggestions or advice on how to fix this problem??

Start wit ha cap kit and resolder all of the connection points to the
outside world.
