Monitor Problem

Hi there, does anyone know what could be the reason for this: when I can turn my computer on, sometimes the monitor does not work. When I quickly press its on/off button and wait, then do it again, and again, it eventually turns on. Does anyone have a clue of this is a hardware related-issue or a systems issue. My dad was told that it was because of Vista but I find it very hard to believe this to be the case. Some light on this would very much be appreciated. Cheers.

this is maybe problem in on/off switch or in pcb like condenser leakage
