Question Monitor problem??

soo ive got this new monitor AOC c24g1 and i have this problem in both my pcs. i dont know how to search it and i have find anything similar. it does it in fps games. sometimes when i browse ingame items sometimes when playing.
I think its ONLY MONITOR problem because if i record the problem and play it, it doesnt show it in the record.
Any ideas or whats the problem so i can search more?

btw the effect you see at start and end of video is what i say is the problem. its not from the camera that i record
