Question Monitor randomly receives no siganl, psu?

I recently purchased a used rtx 3090 off my friend who was using it until he wanted a newer model. I installed it and shortly after my monitor would go black and it would receive no signal. I would have to force shut down my computer by cutting off it's power because it wouldn't even turn off by holding down the button. It would turn back on normally but what I assume is a gpu crash I believe is due to the psu. I replaced the gpu with my old 1050 ti small form factor which consumes very little power and now I get almost no crashes. It happened once more with the 1050, but not since then.
The syptoms are, gpu crashes, pc lights remain on, pc fans remain on, sometimes even after cutting power and turning pc back on monitor still receives no signal.
Me and my friend would play for entire days and his pc never crashed so I don't think that is the gpu. Plus the fact that it happened once with my 1050 ti really just must mean it is fine.
I guess I am here to ask if a psu can cause a gpu to crash?

Yes. The 3090 is very demanding in terms of its power needs. What is the make/model of your current PSU?

CPU: AMD Ryzen 5 3600
Storage: Kingston NV1 SSD 1 Terabyte
Ram: 16GB 3200mhz
Motherboard: Gigabyte B550M
Psu: Corsair CX650
7 fans

All of these components are about 3 years old maybe (probably) more, the ram is about 6 years old.
