Monitor receives no signal

I have this problem that my computer starts up, but my monitor receives no signal. The monitor detects that a cable is connected, but it receives no signal. After a few tries of turning the computer on and off the monitor starts (the amount of times that I have to do this differs). I tried cleaning the computer, removing the RAM and I removed the small round battery from the motherboard and put it back in after 30 seconds. I also plugged the power cable out of the computer and hold the power button for 1 minute and I updated the drivers of my GPU. I have the same problem with different monitors and different cables (DVI and 2 hdmi cables), but nothing works. I have the same problem on 3 different monitor. I tested the monitors: BenQ GL2450, samsung 247Elh, MSI optix MAG241C and most recently BenQ EL2870UE.
I recently updated my computer from windows 7 to windows 10, but this also did not seem to work.

My monitor is connected directly to the GPU via a hdmi cable. All the monitors had the same problem from the beginning, they did not turn on after turning on the computer. It always needed a couple of tries. I recently bought the monitor 'BenQ EL2870UE' and it also showed the same problem from the beginning.
 
go in to power setting in win10 and under advanced power settings clicl on change plan settings then click on advanced power settings a box will pop up. There are settings in there for monitor/pcie power settings maybe that will help. Also you can try turning on high performance power setting.
 
I changed the power plan to 'High Performance', but when I looked in the advanced power settings I could only find PCI express and Display.

When I open the PCI express I get the option Link State Power management and this is turned off.

Under the option display I get the option Turn off display after and this is set to 15 minutes.

Changing the power plan to High Performance did not solve the problem.
