Monitor Refresh Rate Confusion

My monitor is 60hz and 4k. When I am running it @4k it only gives me 30hz, but anything below 1440p gives me 60hz. Is it that my computer is unable to run 4k@60hz?

Do I need a better computer to run 4k@60hz?

Im using HDMI. Would DisplayPort make a difference?

Yes. you need to be using the latest HDMI cord or a DP cord. That will enable the 4k 60Hz setting.

Yes, Im using HDMI, with my macbook pro plugged in. Is the computer just too weak to run 4k@60hz?
