Question Monitor screen showing cluster of white dots

I notice randomly monitor showing white dots, I changed HDMI cable but no luck, does anyone had this issue before, please share your thoughts if you can, will be appreciated your answer. Good Day!

Do you have the ability to switch to a different interface and test? (DP, VGA, or DVI)

Yes, I can test in DP, however I've not tested yet because I found this issue in two systems (laptop and desktop) which suspected me that issue is not related to HDMI or DP. So just thought to share this problem in community before test in DP, I 've uploaded that image for your reference if you can identify the root cause.

Are you saying that you tried two different computers and two different cables and experienced the same artifacting on this monitor?
Do you have any custom settings on the monitor? Are you overclocking the monitor?
Try doing a factory reset in the monitor settings.

This looks like a defective or failing monitor from what you describe.
