There are different ways to measure pixel response time, since the actual time to fully change a pixel from one color to another will vary depending on what the two colors are. Typically, screen manufacturers will advertise "grey-to-grey" response time, which is quicker than the average response time. So this monitor likely has a 5ms GTG response time, and around 14ms average response, which I think is pretty typical for a modern IPS panel. Likewise, those high refresh rate TN panels that may advertise "1ms" response times are also referring to the faster G2G time, and their average response times tend to be in the 5+ms range.
