Monitor shows No Signal - Fans are running

Hello Guys,
I got a problem with my 3 year old custom built PC. When I turn my PC on I get a "No Signal"-message on my Monitor and the Mouse and Keyboard also do not turn on. I already tried unplugging the cable from my power suplly and holding down the power button for 1 minute. I also reset my BIOS with the Jumper on my motherboard. I also cleaned all the parts and checked if all cables are connected correctly. Switching around the RAM Modules and leaving one out also didn't fix the problem.

Here are my specs:
CPU: Intel Xeon E3-1231v3
GPU: 4GB Palit GeForce GTX 970 Jetstream
Mainboard:ASRock B85M PRO4
RAM: 8GB (2x4096MB) Crucial Ballistix Sport DDR3-1600
PSU: 450 Watt Cooler Master G450M

I hope you guys can help with my problem, because my warranty on all parts has expired and I don't to buy a new Graphic Card/Motherboard if I'm not sure that it is the part that is faulty.
 
Solution
Shame i was going to suggest taking the gpu out and booting off the igpu, but your chip doesn't have one 🙁. If you have reset the CMOS, Ram and cables, unfortunatley GPU might be responsible. Try ebay for used 970s or a 1060.

Have you tried a different port on the gpu? Silly question i know but some people forget.
