Monitor slow waking

When my monitor goes to "sleep", it's really slow to wake up, and the screen is somewhat flashing, as is the power light on the monitor. Wondering if it is the video card, or monitor. It does, after a few minutes, wake up. Thanks.

If it actually takes "a few minutes" to wake up from standby mode, then I'd be concerned that the monitor is faulty. But if we are actually talking about 1-10 seconds, then that is normal.
