[SOLVED] monitor started flickering after using a new VGA cable

so my old VGA cable died after a couple of years of using it, it started showing just blue or just green when connected so I bought another VGA cable. Even though it worked my monitor started flickering, I know its not the monitor because when its not connected to anything the popup that tells me the compatible resolution thingy doesn't flicker at all. is there a way to fix the VGA cable or do I just buy a new one ? and if I buy a new one how should I know it doesn't have the same problem(if there is a way to know). Thanks.

I don't think its a GPU driver thing since i made sure it has the latest driver installed

I cant use an HDMI cable because my monitor doesn't support it

my GPU : gt420
my Monitor : SAMSUNG S19D300
