Monitor staying in sleep mode after getting a new graphics card

This is my first graphics card I have purchased. I bought a sapphire nitro radeon r7 360. My computer is a dell inspiron 620. I upgraded the PSU to a 600 while the recommended was 500. My old graphics card was the intel HD graphics. I've tried every solution from reseatting the card and disabling the old card, downloading the drivers. I tried looking in my BIOS settings to switch my display to a PCI-E, however my BIOS version is a10 and for some reason I can't find the setting to switch it to that anywhere. I would really hope my card isn't defective as it is brand new. Any suggestions?

Does the card spin? Is the card plugged up properly with the PCI-e power plugs? Where have the plugged your monitor in? Card or Motherboard?
