Monitor stuck at 59hz?

I've got a BenQ GW2765HT it says my refresh rate is at 60 with nvidia control panel. When I go to select the refresh rate in the windows control panel, it gives me the option of both 59 and 60. However it stays at 59 when I close the window. Even if I have chosen 60 and selected apply...

I'm normally playing games at 1080p, but have my desktop at 1440p is this effecting it? Also Battlefield 4 only gives me the option for 59.94Hz not 60.

How to I determine the true RR of my monitor? And how can I keep it at 60?
 


Ah thanks, but how come I only select 60hz when using 1080p and not my native 1440p ? Does 1440p do something to the refresh rate? Yet I'n BF4 I play at 1080 and on my old monitor it used to say 60Hz but now it says 59.94.
 


It seems to be a windows 7 to 8/10 thing. 7 would say 60Hz in bf4 and 8/10 now says 59.94.
