Question Monitor turns off for a few seconds when drag and dropping to maximize, really desperate

Hello! I heard you are the best guys in terms of tech. I have gotten quite desperate with the problem listed above. I have reinstalled Windows, updated drivers, replaced cables, I did EVERYTHING. And the worst part? The problem fixes itself a few hours after turning the computer on. Sometimes it's 2 hours, sometimes it's 4. I have disabled ASCR, same issue.

There USED to be a fix that worked every time until yesterday: change refresh rate in Display Properties (not Display Settings) click apply but NOT close the properties window. As soon as I close the properties window, it reverted to 59hz. Now it stays at the 60hz and doesn't revert, but the fix doesn't work anymore. For your info I run a dual monitor setup. This problem only happens when I drag and drop to maximize on my Asus VW202S, which is set at 60hz. My main monitor is set at 75hz. I KNOW the problem is something with refresh rate, but why does it fix itself sometimes then?
Not all apps do this, Opera and all browsers, Telegram and all games work just fine, but Notepad, Explorer, Excel and VLC (my most used apps) turn off the screen for a few seconds.
And to also add, this doesn't ONLY happen when drag and dropping from one monitor to another: this also happens when maximizing by dragging to the top of the screen on the same monitor.
 
Ok I have restarted a few times and swapped some cables around and it works now???? I know it will come back at some point as it always does, but just so you know I am not that desperate anymore.
EDIT: GUESS WHAT IT'S BACK AGAIN IT ONLY TOOK 52 MINUTES

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

Look in Reliability History/Monitor and Event Viewer for any error codes, warnings, or informational events that occur just before or at the time the drag and drop problem occurs.

Try running the built in Windows troubleshooters. The troubleshooters may find and fix something.

Also try "sfc /scannow" and "dism".

You can also use Task Manager and Resource Monitor to observe system performance when dragging and dropping files. Use both tools but only one tool at a time.
