Monitor Vs Processor confusion

I have a very tight budget. I currently have a ryzen 2200g and a gtx 1060 . Will be upgrading the graphics card to a gtx 1070 . Now the budget I'm left with . I can go for either a better processor and a decent monitor ( I currently have a 768p 60Hz one) to a 1080p one.

Now if I go for a good processor , then my existing budget would limit me to a 1080p 75hz monitor . but If i spend the entirety on the monitor , then i can get a samsung monitor with a 144hz refresh rate and 1080p with quantum dot technology.
So my query is if I go for a 75hz monitor , will it defer too much with my gameplay? I mainly play PUBG and looking to stream in the future , so I need a decent monitor to spot enemies . Or should I ditch the budget and go for the Samsung one with 144hz.

If you are upgrading to the GTX 1070, then you should go with the Ryzen 5 1600 or 2600
You could upgrade to the GTX 1070 and a 24" G-Sync display on that budget.
Then sell the GTX 1060 and get the Ryzen 5 2600



FreeSync works with AMD APUs and GPUs, so it won't work with NVIDIA GPUs.
