Monitor weird problem HELP

Yesterday my monitor is doing this weird problem. My monitor would make a hissss sound for like 1 or 2 sec then shows my desktop for like .5 seconds then keeps on repeating for a couple of minutes more than 10 minutes. After waiting for it to display properly the problem is gone. It happens everytime when I rest my monitor like turning it off again for an hour or so. I've search on google my problem and read something like its the capacitor that's causing it or something. But their problem was somewhat the same as mine but not really. I just want to know if anyone knows what's happening to my monitor and what's causing it. Thanks!! My wallet is not ready for a new monitor though...
