Question Monitor will not come out of sleep mode

I am running Windows 11, recently my power setting keeps changing the Screen and Sleep setting to turn off my screen after 15 mins. This is happing very time I turn of the computer and turn it back on. The real problem is, my monitor will not come back up out of sleep unless I shut down the system. I keep changing the power setting to NEVER turn off the screen, but every day it is back to 15 min. I have two computer running the same NVIDIA GeForce RTX 3093 GPU with a Samsung LC49G97TSSNXDC which is a 49"" Odyssey G9 DQHD 240Hz QLED Curved gaming Monitor. One computer has a INTEL i9 chip and and the other one is running an AMD Threadripper 3990. I can not figure out why the window's setting keep changing every day, nor why both computer monitors will not come back on line once they go into sleep mode. This issue started happing a couple of months ago.

do you have any software on either PC from the motherboard maker? its possible its running a program that overrides your power settings.
