Monitor won't connect to motherboard...

Hello everyone on Tom's hardware,
I didn't know where to ask this question so i did it here. I have recently started building my own pc (specs below). But I ran out of my budget for the pc so i bought a * Dell case for it all to happen in. The monitor I got from a colleague of my dad (hp l1950) and all the other parts i bought myself. Right now I'm sort of finished building, but I've encountered one problem. When I try to connect the pc to the monitor using VGA it doesn't respond. I've tried HDMI on my laptop, but it doesn't respond either. The monitor itself gives this error: no VGA output.
What should I do? I first found out that one of the psu connectors wasn't connected to the JPWR 2 in the motherboard, but it didn't help. I will first try to leave some pictures here, contact a friend and I will try the pc again on the tv downstairs with HDMI. But if any of you guys have an answer that would be very helpful. Thanks!

BTW a friend told me that it is because he ports on the back aren't powered. Is this true? And how can I fix it?

your supposed to plug the cable into the graphics card, so for you plug it into the MSI radeon r9 270x. Cause once you plug in the Graphics card, the computer automatically send the output siganl to the graphics card, So plug it from there and not the motherboard :)

There's no VGA in the GPU, there is DVI and HDMI. The monitor can only use VGA and DVI. Should I buy a DVI cable?
